Golok Kumar Simli, Principal Advisor & Chief Technology Officer, Passport Seva Programme at Ministry of External Affairs, Government of India
Shri Golok Kumar Simli is an award winning Government Technology Thought Leader whose contribution towards National eGovernance Plan of India during its inception in the year 2005-06 has been remarkable. His efforts towards digital transformation within public sectors and Government departments have been immense. He has helped in steering and ensuring smooth delivery of passport services at the doorstep of the citizen in India, one of India’s most successful eGovernace programmes. He has also architected and implemented Cyber Security and Data and Information Security framework for the enterprise and Government sectors. He has been guiding for the use of Emerging Technology in the Government sectors. Currently, as Principal Advisor & Chief Technology Officer for the Passport Seva Programme, he is leading two flagship projects of the Ministry i.e. Passport Seva Programme V2.0 and ePassport Project. He commands a wide range of experience exceeding 28 years in ICT, starting with Private Sector, Public Sector Undertaking, Reserve Bank of India (RBI) and more than 15 years with Government Ministry/Department. He has received 17 individual awards to his credit from different sectors viz. Government, Industry and Media houses as an avid Digital and Governance Transformation Leader. Some of the eminent awards conferred to him are (i) National eGovernance Gold Award from Government of India, (ii) Skoch Public Service Award – Going Beyond the Call of Duty, (iii) World CIO 200 Awards – ‘transformative technology leader, the title of the Legend’ from Global CIO forum Committee, (iv) Award of Digital Excellence 2020 from APAC News Network, (v) CIO Power List 2020 & 2021 from Core Media Group, (vi) Dataquest Digital Leader & Technovator of the year 2017 & 2018, (vii) Digital Icon Award from Indian Express Group (viii) The Innovative Heroes Award from DynamicCIO and The Innovation Workgroup etc. He has written many articles on usage of ICT in Business & Service Delivery Transformation published in leading newspapers and spoken at various National and International ICT events as a Key Note Speaker. He has been also presented with appreciation certificate from International Model United Nation.
Shri Golok is a Computer Science & Engineering graduate from a premier institute B.I.T. Sindri. He has also completed Certification Programme in Network & Security from Indian Institute of Management Ahmadabad, Advance Certification Programme in ‘Business Intelligence & Data Warehousing’ and ‘Strategic Leadership’ from MSBM, London, UK. He is currently pursuing Master in Data Science from Chandigarh University.
